New 2025 Employment Equity Sector Targets Have Been Released
The Department of Employment and Labour has officially published the 2025 sector-specific Employment Equity (EE) targets. These updated targets are effective immediately and will guide transformation in South African workplaces for the next 5 years.
If you’re a designated employer in South Africa, it’s essential that you understand how these new numerical targets affect your Employment Equity compliance. The targets apply across 18 economic sectors, including:
- Construction
- Information and Communication Technology (ICT)
- Financial and Insurance Services
- Manufacturing
- Wholesale and Retail Trade

💡 These sectoral targets focus on equitable representation by population group and gender across various occupational levels (Top Management, Senior Management, Professionally Qualified, and Skilled levels), as well as a 3% target for people with disabilities. White males and foreign nationals are excluded from the target calculations.
